Payroll Administrator
Pays people correctly and on time, in the right currency, with the right deductions and the right filings behind it.
Who to hire
The shape of person who does this job well — and whether you should be hiring it at all yet.
High-volume payroll operations are frequently run from a single hub for a workforce spread across many countries — a genuine specialism. Most companies should not hire this role at all early: use a payroll provider or an employer of record, and keep one person internally who reviews and approves the run.
Education
No degree needed; a payroll certification is the real qualification and it is specific and learnable.
Experience
2+ years running payroll in your jurisdictions, including a year-end. Year-end is where errors surface, so someone who has only run monthly cycles has not seen the hard part.
Vertical / domain experience
Entirely jurisdictional. Deductions, remittance deadlines, statutory holiday pay, termination pay and the reporting forms are local, and penalties are automatic. A payroll administrator excellent in India will not know Canadian source deductions or T4 season.
What it pays, roughly
$62,400 median, Canada — for Administrative, property and payroll officers, the closest occupation Statistics Canada actually measures, measured from $60,320 to $65,000 over 343,080 people. That occupation is broader than this role, so read it as an anchor, not a salary band — and note that a startup usually pays below it in cash and above it in equity.
Credentials and certifications
What exists, who issues it, and whether it means anything for this seat. A credential is evidence of a floor, never of judgment — and in a few of these roles it is a legal requirement rather than a nice-to-have.
| Credential | Issued by | When it matters | Skiploma |
|---|---|---|---|
| PCP — Payroll Compliance Practitioner | National Payroll Institute (Canada) | The Canadian baseline; specifically about compliance and remittance. | Study |
| CPM — Certified Payroll Manager | National Payroll Institute (Canada) | The senior Canadian designation. | Study |
| CPP — Certified Payroll Professional / FPC | PayrollOrg (United States) | The US credential; FPC is the entry level. | Study |
| CIPP qualifications | Chartered Institute of Payroll Professionals (UK) | The UK equivalent. | — |
What this role does at each stage
The same title means three different jobs depending on how much money is in the bank. Read the stage you are at, then read the next one — that is what you are hiring toward.
A payroll provider and the founder pressing approve. Never pay people by bank transfer with no deductions calculated; misclassification and unremitted source deductions are among the few startup mistakes that attach personally to directors.
Still a provider, with the CHRO or the finance generalist reviewing each run. Written approval before every payroll is the whole control.
A dedicated administrator or an employer of record per country, plus a documented approval chain separating who prepares from who releases.
Can one person hold this and something else?
The whole point of the many-hats problem: which of these jobs merge safely into one person, and which merges quietly cost you money or control.
Merges well with
- Chief Human Resources Officer (Founders & fractional leadership)
- HR Experience Specialist
- Corporate Accountant (Finance)
Payroll sits naturally with people operations in a small company. The one rule: preparing and approving the payroll must be two people the moment the payroll is large enough to be worth stealing.
Keep separate from
A finance leader who both prepares and releases payroll is the classic single-point fraud risk. Keep the release with a second signature.
Reading a candidate
What good looks like in an hour, and what should stop the process.
Good signals
- Knows the remittance deadlines without looking them up
- Reconciles payroll to the general ledger every cycle
- Has caught an error before the run went out
Red flags
- Has never done a year-end
- Treats contractor-versus-employee as someone else's problem
- No checklist
